The Government of the Nizhny Novgorod Region submitted an application to the Ministry of Economic Development of Russia for the expansion the special economic zone (SEZ) “Kulibin”. The application was prepared by the Ministry of Economic Development and Investment and the Nizhny Novgorod Region Development Corporation, which is the management company of the territory.
The application was approved by the regional executive authorities and municipal authorities of Dzerzhinsk and Bor.
To date, the area of the “Kulibin” SEZ in Dzerzhinsk is 724.7 hectares. The territory includes the state site, as well as private sites of DPO “Plastik”, “Oka-Polymer” and “Sintez OKA”.
“The “Kulibin” SEZ was established in 2020. In four years, its area has increased by ten times and, even taking this into account, more than 50 percent is already occupied by investors. The 126-hectare site in the city of Bor, that we plan to include in the SEZ, is significantly different from the Dzerzhinsk site in terms of logistics and infrastructure, which will attract even more investors to the region – those who are not satisfied with the existing SEZ territory”, said Andrey Sanosyan, Deputy Governor of the Nizhny Novgorod Region.
Provided the expansion, the total area of the special economic zone will be 850.7 hectares.
“The main feature of the Bor site will be a multimodal port, which will act as a driver for the development of river freight transportation for the region. River logistics has very serious potential, and after the project is implemented, Nizhny Novgorod companies will have the opportunity to develop trade relations with the regions of the Volga basin, as well as enter new international markets via the Caspian Sea”’ said Yegor Polyakov, Deputy Governor of the Nizhny Novgorod Region.
In addition, one of the advantages of this site is the availability of railway and road infrastructure.
According to Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation, 11 companies have already announced their intention to become residents of the Bor site of the “Kulibin” SEZ.
"These companies plan to create more than 1,100 jobs by 2030. We see that the site is in demand, its accession to the SEZ will give investors the opportunity to do business in more comfortable conditions," emphasized Igor Ishchenko, Director General of the Nizhny Novgorod Region Development Corporation.
Let us recall that the special economic zone (SEZ) of industrial production type “Kulibin” was created in May 2020 on the territory of Dzerzhinsk. To date, the expert council of the special economic zone has approved the implementation of 35 investment projects, the total investment amount of which exceeds 100 billion rubles.
In 2023, the area of SEZ was increased by 10 times, reaching 724 hectares. Thus, SEZ currently includes the state site (more than 400 hectares), as well as private sites of DPO “Plastic”, “Oka-Polymer” and “Sintez-Oka”. The preferential conditions of the SEZ reduce income tax rates for its residents from 20% to 2% in the first 5 years, to 5% in the next 5 years and 14.5% thereafter, and also establish zero rates for taxes on property and land and transport tax.
